They really ought to reconsider this requirement. I cannot and will not be able to find most of the subjects of my photographs, nor am I willing even to ask people to sign a consent form in the future. Another example of people who are thinking as though they are at home - in this case in Japan - when they are, in fact, here in Cambodia. Its a truly silly rule and it will really limit the number of people who enter the contest and the number of great photos that will be entered as well.
